It's a step in the right direction but not enough imo. You saw last season with the so called resilience buff, by the end of the season (which is the important part) everyone was getting 2shotted here and there. The new buff is just a way to bring the new gear in line the exact same way as the previous one. People are still going to be globalled as mentioned above, unless if somehow there's a huge +resilience stat boost on gear as well.
